In the case of a water resources development project described in subsection (b), the Secretary shall— fund, at full Federal expense, any incremental increase in cost to the project that results from a legal requirement to use a borrow source determined by the Secretary to be other than the least cost option; and exclude the cost described in paragraph
(1)from the cost-benefit analysis for the project. A water resources development project referred to in subsection
(a)is any of the following: The project for hurricane-flood protection and beach erosion control, Carolina Beach and vicinity, North Carolina, authorized by section 203 of the Flood Control Act of 1962 (76 Stat. 1182; 134 Stat. 2741).
