Not later than 270 days after the date of the enactment of this Act, the Secretary shall submit a report to the appropriate congressional committees on the feasibility of requiring that each member of the Foreign Service, at the time of entry into the Foreign Service and thereafter, be worldwide available, as determined by the Secretary. The report required under subsection
(a)shall include— the feasibility of a worldwide availability requirement for all members of the Foreign Service; considerations if such a requirement were to be implemented, including the potential effect on recruitment and retention; and recommendations for exclusions and limitations, including exemptions for medical reasons, disability, and other circumstances.
