The Federal share of the cost of the project for flood control, Milton, West Virginia, authorized by section 580 of the Water Resources Development Act of 1996 (110 Stat. 3790; 114 Stat. 2612; 121 Stat. 1154), shall be 90 percent. For the project described in subsection (a), the Secretary shall include in the cost of the project, and credit toward the non-Federal share of that cost, the value of land, easements, and rights-of-way provided by the non-Federal interest for the project, including the value of land, easements, and rights-of-way required for the project that are owned or held by the non-Federal interest or other non-Federal public body.
Unless otherwise explicitly prohibited in an Act making appropriations for the Corps of Engineers, the project described in subsection
(a)shall be eligible for additional funding appropriated and deposited into the account— Corps of Engineers—Civil—Construction without a new investment decision; and on the same terms as a project that is not the project described in subsection (a).
