The Secretary shall not require the non-Federal interest for the project for navigation, Yaquina River, Oregon, authorized by the first section of the Act of March 4, 1913 (chapter 144, 37 Stat. 819), to— provide a floating plant to the United States for use in maintaining the project; or provide funds in an amount determined by the Secretary to be equivalent to the value of the floating plant as a non-Federal contribution to the cost of maintaining the project.
