Section 3057 of the Water Resources Development Act of 2007 (121 Stat. 1120) is amended— in subsection (a)(2), by striking $9,000,000 and inserting $40,000,000 ; and in subsection (b)— by striking paragraph
(1)and inserting the following: The Federal share of planning, design, and reconstruction costs for a project under this section, including any work associated with bridges, shall be 90 percent. ; and by adding at the end the following: The non-Federal interest may provide and receive credit for in-kind contributions for a project carried out under this section, consistent with section 221(a)(4) of the Flood Control Act of 1970 (42 U.S.C. 1962d–5b(a)(4)). The requirement under section 103(a)(1)(A) of the Water Resources Development Act of 1986 ( 33 U.S.C. 2213(a)(1)(A) ) for a non-Federal interest to provide 5 percent of the cost of a project carried out under this section shall not apply with respect to the project. At the request of the non-Federal interest for a project carried out under this section and subject to available funding, the non-Federal contribution for construction of the project shall be financed in accordance with the provisions of section 103(k) of the Water Resources Development Act of 1986 ( 33 U.S.C. 2213(k) ) over a period of thirty years from the date of completion of the project . .
