Section 203 of the Water Resources Development Act of 2000 ( 33 U.S.C. 2269 ) is amended— in subsection (a), by striking ( and inserting 25 U.S.C. 450b ) ( ; 25 U.S.C. 5304 ) in subsection (b)— in paragraph (2)— in subparagraph (A)— by inserting hurricane and storm after flood ; and by inserting including erosion control, after reduction, ; in subparagraph (B), by striking and at the end; by redesignating subparagraph
(C)as subparagraph (D); and by inserting after subparagraph
(B)the following: technical assistance to an Indian tribe, including— assistance for planning to ameliorate flood hazards, to avoid repetitive flood impacts, to anticipate, prepare, and adapt to changing hydrological and climatic conditions and extreme weather events, and to withstand, respond to, and recover rapidly from disruption due to flood hazards; and the provision of, and integration into planning of, hydrologic, economic, and environmental data and analyses; and ; in paragraph (3), by adding at the end the following: The first $200,000 of the costs of a study under this section shall be at Federal expense. ; in paragraph (4)— in subparagraph (A), by striking $18,500,000 and inserting $26,000,000 ; and in subparagraph (B), by striking $18,500,000 and inserting $26,000,000 ; and by adding at the end the following: Notwithstanding any requirement for economic justification established under section 209 of the Flood Control Act of 1970 ( 42 U.S.C. 1962–2 ), the Secretary may implement a project (other than a project for ecosystem restoration) under this section if the Secretary determines that the project will— significantly reduce potential flood or hurricane and storm damage hazards (which may be limited to hazards that may be addressed by measures for erosion mitigation or bank stabilization); improve the quality of the environment; reduce risks to life safety associated with the hazards described in subparagraph (A); and improve the long-term viability of the community. ; in subsection (d)— in paragraph (5)(B)— by striking non-Federal and inserting Federal ; and by striking 50 percent and inserting 100 percent ; and by adding at the end the following: The Federal share of the cost of activities described in subsection (b)(2)(C) shall be 100 percent. ; and in subsection (e), by striking 2024 and inserting 2033 .
