Section 239c(b) of title 10, United States Code, is amended— by redesignating paragraphs
(1)through
(4)as paragraphs
(2)through (5), respectively; and by inserting before paragraph (2), as so redesignated, the following new paragraph: A detailed explanation of the rationale for the proposed cancellation or covered modification of the multiyear contract. .
