In this subtitle: The term Administrator means the Administrator of General Services. The term agency has the meaning given the term in section 551 of title 5, United States Code. The term appropriate congressional committees means— the Committee on Homeland Security and Governmental Affairs of the Senate; the Committee on Oversight and Reform of the House of Representatives; the Committee on Environment and Public Works of the Senate; the Committee on Energy and Natural Resources of the Senate; the Committee on Energy and Commerce of the House of Representatives; the Committee on Appropriations of the Senate; and the Committee on Appropriations of the House of Representatives.
The term Director means the Director of the Office of Management and Budget.
