Section 102A(f) of the National Security Act of 1947 ( 50 U.S.C. 3024(f) ) is amended— by redesignating paragraphs
(8)and
(9)as paragraphs
(9)and (10), respectively; and by inserting after paragraph
(7)the following new paragraph: The Director of National Intelligence shall ensure there is established a policy for minimum insider threat standards for the intelligence community and ensure compliance by the elements of the intelligence community with that policy. . Title III of such Act ( 50 U.S.C. 3071 et seq. ) is amended by adding at the end the following new section: The head of each element of the intelligence community shall— implement the policy established in accordance with section 102A(f)(8); and concurrent with the submission to Congress of budget justification materials in support of the budget of the President for a fiscal year that is submitted to Congress under section 1105(a) of title 31, United States Code, submit to Congress a certification as to whether the element is in compliance with such policy. . Section 102A(x)(3) of such Act ( 50 U.S.C. 3024(x)(3) ) is amended by inserting , including the policy under subsection (f)(8), after policies of the intelligence community . The table of contents preceding section 2 of such Act is amended by inserting after the item relating to section 312 the following new item: Sec. 313. Insider threat policy compliance and reporting. .
