The Secretary of Defense and the Secretary of the Department in which the Coast Guard is operating may reduce the cost-of-living allowance for a member of the Armed Forces assigned to a duty station located outside the United States— not more than once every six months; or in connection with a permanent change of station for such member. The Secretary of Defense and the Secretary of the Department in which the Coast Guard is operating may increase the allowance described in paragraph
(1)for a member of the Armed Forces at any time. The Secretary of Defense shall notify the Committees on Armed Services of the Senate and House of Representatives not less than 180 days before modifying a table used to calculate the living allowance described in subsection (a). Not later than March 1, 2023, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and House of Representatives a briefing containing— the determination of the Secretary regarding the effects of this section on the allowance described in subsection (a); an assessment of the representative market basket of goods and services used to determine such allowance, including the methodology to identify such market basket and the frequency with which such allowance is adjusted; and the methodology and process by which surveys regarding such allowance are updated, including the average response rates and the efforts undertaken to ensure a representative sample of beneficiaries are surveyed.
