The Secretary of the Navy may not modify the general policy of the Department of the Navy regarding retention rates for contracts for Navy ship repair until a period of 15 days has elapsed following the date on which the Assistant Secretary of the Navy for Research, Development, and Acquisition submits to the congressional defense committees a notification that includes, with respect to such modification, the following information: An identification of any considerations that informed the decision to so modify. A description of the desired effect of the modification on the Navy ship repair industrial base. This section, and the requirements thereof, shall terminate on September 30, 2025.
