In making port infrastructure development grants under section 54301 of title 46, United States Code, for fiscal year 2023, the Secretary of Transportation shall treat a project described in subsection
(b)as an eligible project under section 54301(a)(3) of such title for purposes of making grants under section 54301(a) of such title. A project described in this subsection is a project to provide shore power at a port that services— passenger vessels described in section 3507(k) of title 46, United States Code; and vessels that move goods or freight.
