Of the funds authorized to be appropriated by this Act for fiscal year 2023 for the National Nuclear Security Administration for nuclear weapons production facilities, the Administrator for Nuclear Security may authorize an amount, not to exceed 5 percent of such funds, to be used by the director of each such facility to engage in research, development, and demonstration activities in order to maintain and enhance the engineering and manufacturing capabilities at such facility. In this section, the term nuclear weapons production facility has the meaning given that term in section 4002 of the Atomic Energy Defense Act ( 50 U.S.C. 2501 ).
