The Under Secretary of Defense for Research and Engineering, acting through the National Security Innovation Network, may carry out a pilot program under which the Under Secretary conducts activities, including outreach and technical assistance, to better connect historically Black colleges and universities and other minority-serving institutions to the commercialization, innovation, and entrepreneurial activities of the Department of Defense. Not later than one year after commencing a pilot program under subsection (a), the Under Secretary of Defense for Research and Engineering shall provide to the congressional defense committees a briefing on the program, including— an explanation of— the results of any outreach efforts conducted under the pilot program; the success of the pilot program in expanding National Security Innovation Network programs to historically Black colleges and universities and other minority-serving institutions; and any potential barriers to the expansion of the pilot program; and recommendations for how the Department of Defense can support historically Black colleges and universities and other minority-serving institutions to enable such institutions to successfully participate in Department of Defense commercialization, innovation, and entrepreneurship programs.
The authority to carry out the pilot program under subsection
(a)shall terminate on the date that is five years after the date of the enactment of this Act. In this section: The term historically Black college or university means a part B institution (as defined in section 322 of the Higher Education Act of 1965 ( 20 U.S.C. 1061 )). The term other minority-serving institution means an institution of higher education specified in paragraphs
(2)through
(7)of section 371(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1067q(a) ).
