Not later than 18 months after the date of enactment of this Act, the Secretary of Health and Human Services shall issue guidance to States on how to expand the provision of, and access to, behavioral health services, including mental health services, for children covered under State plans (or waivers of such plans) under title XIX of the Social Security Act ( 42 U.S.C. 1396 et seq. ), or State child health plans (or waivers of such plans) under title XXI of such Act ( 42 U.S.C. 1397aa et seq. ), including a description of best practices for— expanding access to such services; expanding access to such services in underserved communities; flexibilities that States may offer for pediatric hospitals and other pediatric behavioral health providers to expand access to services; and recruitment and retention of providers of such services.
