The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2022, and for other purposes, namely: For an additional amount for Office of the Secretary , $200,000,000, to remain available until expended, to carry out title IV of the Lower Food and Fuel Costs Act: Provided , That the Secretary may use up to 5 percent of amounts made available under this heading in this title for administrative costs, including salaries and expenses, research, data collection, and other associated costs, for carrying out such title IV:
Provided further , That amounts made available for administrative costs pursuant to the preceding proviso may be transferred to Rural Development Programs—Rural Development—Salaries and Expenses for the purposes specified in such proviso.
