Beginning on the date that is 2 years after the date of enactment of this Act, no person may manufacture, import, process, or distribute in commerce any aqueous film forming foam for use in training and firefighting that contains a per- or polyfluoroalkyl substance. A violation of subsection
(a)shall be considered to be a violation of section 15(1) of the Toxic Substances Control Act ( 15 U.S.C. 2614(1) ).
