It is hereby declared that it is the national goal for the United States to reach— a net 35-percent reduction in greenhouse gas emissions for United States domestic and international aviation flights by 2035, as compared to 2005; and net zero greenhouse gas emissions for United States domestic and international aviation flights by 2050.
