Section 3553 of title 18, United States Code, is amended in subsection (a)(2)— in subparagraph (C), by striking and ; and by striking subparagraph
(D)and inserting the following: to reflect any mitigation on behalf of the defendant, including any history of trauma, substance use, or medical and mental health disorders; and to provide the defendant with gender-responsive needed educational or vocational training, medical care, trauma-informed mental health care, or other correctional treatment in the most effective manner; .
