Section 166 ( 29 U.S.C. 3221 ) is amended— in subsection (c), by striking , on a competitive basis, ; in subsection (d)— in paragraph (1)— in subparagraph (A), by striking and at the end; in subparagraph (B), by striking the period at the end and inserting ; and ; and by adding at the end the following: are evidence-based, to the extent practicable. ; and by amending paragraph
(2)to read as follows: Funds made available under subsection
(c)shall be used for— comprehensive workforce development activities for Indians, Alaska Natives, or Native Hawaiians, including training on entrepreneurial skills; or supplemental services for Indian, Alaska Native, or Native Hawaiian youth on or near Indian reservations and in Oklahoma, Alaska, or Hawaii. ; and in subsection (i)— in paragraph (1)— in the heading, by striking and inserting unit ; and division by striking unit and inserting division ; in paragraph (4)— by amending subparagraph
(B)to read as follows: The Council shall be composed of individuals, appointed by the Secretary, who are representatives of the entities described in subsection (c). Any member appointed to fill a vacancy occurring before the expiration of the term for which the member’s predecessor was appointed shall be appointed only for the remainder of that term. A member may serve after the expiration of that member’s term until a successor has taken office. ; and in subparagraph (C), by striking unit and inserting division ; and in paragraph (5), by striking unit and inserting division .
