For the purpose of carrying out this title, there is authorized to be appropriated, and there is appropriated, out of amounts in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2021, $14,000,000, to remain available until expended. None of the funds provided by this section may be used for international travel.
