The Secretary, in coordination with the heads of the relevant Federal, State, and local agencies, shall begin eradicating the carrizo cane plant and any salt cedar along the Rio Grande River that impedes border security operations. The waiver authority under subsection
(c)of section 102 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 ( 8 U.S.C. 1103 note), as amended by section 4 of this Act, shall extend to activities carried out pursuant to subsection (a).
