Not later than 90 days after receiving a written request from the chairperson and ranking member of the Committee on Foreign Affairs of the House of Representatives or the Committee on Foreign Relations of the Senate with respect to whether a foreign person or entity has engaged in an activity described in section 1 of Executive Order No. 14024 (86 Fed. Reg. 20249; relating to Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation), the President shall— determine if that person has engaged in such an activity; and submit a report to the chairperson and ranking member of that committee with respect to that determination that includes— a statement of whether or not the President imposed or intends to impose sanctions with respect to the person; and if the President imposed or intends to impose sanctions, a description of those sanctions.
