Chapter 1 of title 38, United States Code, is amended by adding at the end the following new section: Subchapter I of chapter 35 of title 44, United States Code (commonly known as the Paperwork Reduction Act ) shall not apply to research activities of the Department, including activities under subchapter V of chapter 73. .
