Sec. 701. Pilot program for security vetting of certain individuals

The Under Secretary of Defense for Intelligence and Security may establish a pilot program to identify risks associated with individuals who are performing unclassified research funded by the Department of Defense who would not otherwise undergo Federal personnel vetting. In carrying out the pilot program under this section, the Under Secretary of Defense for Intelligence and Security may— identify the size of the population to be vetted under the pilot program; establish a process to obtain information from individuals to be vetted under the pilot program; determine the criteria to evaluate national security risks to research funded by the Department of Defense from individuals who are participating in such research; establish a process to conduct vetting, including referrals to appropriate counterintelligence and law enforcement entities, for the population to be screened under the pilot program; and carry out the process described in paragraph
(4)with respect to the population to be screened under the pilot program. Before commencing the pilot program under this section, the Under Secretary of Defense for Intelligence and Security shall submit to the appropriate congressional committees a report containing details of the planned elements of the pilot program under subsection (b). Not less frequently than annually during the 3-year period beginning on the date that is 1 year after the date of the enactment of this Act, the Under Secretary of Defense for Intelligence and Security shall provide to the appropriate congressional committees a briefing on the status of the pilot program under this section. The authority to conduct the pilot program under this section shall terminate on the date that is 5 years after the date of the enactment of this Act. In this section, the term appropriate congressional committees means— the congressional intelligence committees; and the congressional defense committees (as such term is defined in section 101(a) of title 10, United States Code).
