Sec. 706. Report on potential inclusion within intelligence community of the Office of National Security of the Department of Health and Human Services

Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence, in coordination with the Secretary of Health and Human Services, shall submit to the congressional intelligence committees a report on the potential advantages and disadvantages of adding the Office of National Security of the Department of Health and Human Services as a new element of the intelligence community. The report under subsection
(a)shall include the following: An assessment of the following: The likelihood that the addition of the Office of National Security as a new element of the intelligence community would increase connectivity between other elements of the intelligence community working on health security topics and the Department of Health and Human Services. The likelihood that such addition would increase the flow of raw intelligence and finished intelligence products to officials of the Department of Health and Human Services. The likelihood that such addition would facilitate the flow of information relating to health security topics to intelligence analysts of various other elements of the intelligence community working on such topics. The extent to which such addition would clearly demonstrate to both the national security community and the public health community that health security is national security. Any anticipated impediments to such addition relating to additional budgetary oversight by the executive branch or Congress. Any other significant advantages or disadvantages of such addition, as identified by either the Director of National Intelligence or the Secretary of Health and Human Services. A joint recommendation by the Director of National Intelligence and the Secretary of Health and Human Services as to whether to add the Office of National Security as a new element of the intelligence community. The report under subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
