Section 6 of the War Powers Resolution, as redesignated by section 104(2), is amended to read as follows: Specific statutory authorization for the use of United States forces shall not be inferred— from any provision of law, including any provision contained in any appropriations Act, unless such provision expressly authorizes the use of such forces and states that it is intended to constitute specific statutory authorization within the meaning of this joint resolution; or from any source of international legal obligation binding on the United States, including any resolution of the United Nations Security Council or any treaty unless such treaty is implemented by legislation specifically authorizing the use of such forces and stating that it is intended to constitute specific statutory authorization within the meaning of this joint resolution.
Nothing in this joint resolution may be construed to affect the authority granted by the Constitution to the Congress or of the President, or the provisions of any treaty or other international agreement that is in force with respect to the United States before, on, or after the date of the enactment of this section. .
