Section 2 of the War Powers Resolution ( 50 U.S.C. 1541 ) is amended— in subsection (a), by striking imminent involvement in hostilities is clearly indicated by the circumstances and inserting there is a serious risk of hostilities ; in subsection (b), by inserting declare war, exercise enumerated war powers, and after Congress shall have the power to ; and in subsection (c)— in the matter preceding paragraph (1)— by striking powers and inserting authority ; and by striking imminent involvement in hostilities is clearly indicated by the circumstances and inserting there is a serious risk of hostilities ; and by amending paragraph
(3)to read as follows:
(3)when necessary to repel a sudden attack, or respond to a concrete, specific, and immediate threat of such a sudden attack upon the United States, its territories or possessions, United States forces, or United States citizens. .
