In addition to amounts otherwise available, there is appropriated to the Secretary for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $50,000,000, to remain available until expended for minority-serving institutions described in section 371 of the Higher Education Act of 1965 ( 20 U.S.C. 1067q ). Amounts made available by subsection
(a)shall be used for the following activities: Developing and implementing systematic processes of listening to the stories of pregnant and postpartum individuals from racial and ethnic minority groups, and perinatal health workers supporting such individuals, to fully understand the causes of, and inform potential solutions to, the maternal mortality and severe maternal morbidity crisis within their respective communities. Assessing the potential causes of relatively low rates of maternal mortality among Hispanic individuals and foreign-born Black women. Assessing differences in rates of adverse maternal health outcomes among subgroups identifying as Hispanic. Conducting outreach to eligible minority-serving institutions to raise awareness of the availability of the grants. Providing technical assistance on the application process for such grant. Promoting capacity building to eligible entities.
