In addition to amounts otherwise available, there is appropriated to the Secretary of Energy for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $1,000,000,000, to remain available until expended (except that no funds shall be disbursed after September 30, 2031), for grants relating to domestic production of zero-emission vehicles under section 712 of the Energy Policy Act of 2005 ( 42 U.S.C. 16062 ). The Secretary shall reserve 2 percent of amounts made available under subsection
(a)for administrative costs of making grants described in such subsection
(a)pursuant to section 712 of the Energy Policy Act of 2005 ( 42 U.S.C. 16062 ).
