Section 419 of the Social Security Act ( 42 U.S.C. 619 ) is amended by adding at the end the following: The term lead agency means, with respect to a jurisdiction, the lead agency responsible for administering the child care assistance program of the jurisdiction. The term territory means the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. . The Secretary shall submit to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate biennial reports on— eligible expenditures (as defined in section 418A(b)(2)(B)) by the States, and on expenditures by the Secretary under section 418A during the period covered by the report; the extent to which payments under section 418A have been made with respect to the expenditures; to the extent that any funds made available to carry out such section have not been expended, the reasons therefor; and expenditures under section 418C. .
