In addition to amounts otherwise available, there are appropriated to the Secretary for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, to remain available until September 30, 2031— $1,250,000,000 to provide competitive grants to eligible entities through the Forest Legacy Program established under section 7 of the Cooperative Forestry Assistance Act of 1978 ( 16 U.S.C. 2103c ) to acquire land and interests in land that— offer significant natural carbon sequestration benefits; or contribute to the resilience of community infrastructure, local economies, or natural systems; $3,000,000,000 to provide multi-year, programmatic, competitive grants to a State agency, a local governmental entity, an Indian Tribe, or a nonprofit organization through the Urban and Community Forestry Assistance program established under section 9(c) of the Cooperative Forestry Assistance Act of 1978 ( 16 U.S.C. 2105(c) ) for tree planting and related activities to increase community tree canopy and associated societal and climate co-benefits, with a priority for projects that increase tree equity; and $100,000,000 for the acquisition of urban and community forests through the Community Forest and Open Space Program of the Forest Service.
In providing grants under this section, the Secretary shall— with respect to grants under subsection (a)(2), give priority to projects that are located in— a census block group in which 30 percent or more of the population lives below the poverty line; and a neighborhood with lower tree canopy and higher maximum daytime summer temperatures compared to surrounding neighborhoods, as determined by the Secretary, based on publicly available information; with respect to grants under paragraphs
(1)and
(2)of subsection (a), give priority to grant applications from underserved populations; and set aside not less than 10 percent of the amounts made available under each of paragraphs
(1)and
(2)of subsection
(a)to provide grants under each of those paragraphs to individuals who are members of underserved populations.
