The Secretary of the Interior may not reduce, eliminate, or suspend royalties or net profit share for any oil and gas leases on the Outer Continental Shelf. Royalty relief may not be permitted on any future oil and gas leases on the Outer Continental Shelf. Section 39 of the Mineral Leasing Act ( 30 U.S.C. 209 ) is repealed.
