In addition to amounts otherwise available, there is appropriated to the Secretary for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $75,000,000, to remain available until expended, for the purposes described in subsection (b). The Secretary, acting through the Director of the National Institutes of Health, shall use amounts made available under subsection
(a)to— maintain and expand programs to increase research capacity at minority-serving institutions (as described in section 371 of the Higher Education Act of 1965 ( 20 U.S.C. 1067q )), including by supporting the Path to Excellence and Innovation program of the National Institutes of Health; support centers of excellence under sections 464z–4 and 736 of the Public Health Service Act ( 42 U.S.C. 285t–1 , 293); support efforts to diversify the national scientific workforce and expand recruitment and retention of individuals who are— underrepresented in the biomedical, clinical, behavioral, and social sciences; and from disadvantaged backgrounds; and support and expand the activities of the Scientific Workforce Diversity Office of the National Institutes of Health.
