In addition to amounts otherwise available, there is appropriated to the Secretary of Energy for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $200,000,000, to remain available until September 30, 2028, to carry out section 2602(c) of the Energy Policy Act of 1992 ( 25 U.S.C. 3502(c) ). Section 1701(4)(B) of the Energy Policy Act of 2005 ( 42 U.S.C. 16511(4)(B) ) is amended by striking the period at the end and inserting and, for purposes of minimizing financing costs, includes a guarantee by the Secretary of 100 percent of the unpaid principal and interest due on any obligation to the Federal Financing Bank. .
Section 2602(c) of the Energy Policy Act of 1992 ( 25 U.S.C. 3502(c) ) is amended— in paragraph (1), by striking (as defined in section 502 of the Federal Credit Reform Act of 1990 ( and inserting 2 U.S.C. 661a )) for an amount equal to not more than 90 percent of (as defined in section 1701 of the Energy Policy Act of 2005 ( ; and 42 U.S.C. 16511 )) for in paragraph (4), by striking $2,000,000,000 and inserting $20,000,000,000 .
