In addition to amounts otherwise available, there is appropriated to the Secretary of Energy for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $3,500,000,000, to remain available until expended, for grants relating to domestic production of plug-in electric hybrid, plug-in electric drive, and hydrogen fuel cell electric vehicles, in accordance with section 712 of the Energy Policy Act of 2005 ( 42 U.S.C. 16062 ). The Secretary shall reserve 3 percent of amounts made available under subsection
(a)for administrative costs of making grants described in such subsection
(a)pursuant to section 712 of the Energy Policy Act of 2005 ( 42 U.S.C. 16062 ).
