An institution of higher education receiving funds made available under this section shall use such funds in accordance with the uses of funds described under subparagraphs (B), (C), and clauses
(i)through
(iv)of subparagraph
(D)of section 371(b)(2) of the Higher Education Act of 1965, as applicable, and to award need-based financial aid (including emergency financial aid grants) to low-income students enrolled in an eligible program (as defined in section 481(b) of the Higher Education Act of 1965) at such institution. The Secretary of Education shall distribute each of the amounts appropriated under paragraphs
(6)through
(10)of subsection
(a)in accordance with section 371(b)(2)(C), except that in clause
(ii)of such section, 25 and of $600,000 annually shall not apply. No individual shall be determined by the Secretary of Education to be ineligible for benefits provided under subsection (b)(1) except on the basis of not being a low-income student enrolled in an eligible program (as defined in section 481(b) of the Higher Education Act of 1965).
