During the period covered by this Act, the Secretary of Veterans Affairs may transfer up to $193,500,000 of the unobligated balances from amounts made available for fiscal year 2021 under the heading Veterans Health Administration—Medical Services in title II of division F of the Further Consolidated Appropriations Act, 2020 ( Public Law 116–94 ), or in section 8002 of title VIII of the American Rescue Plan Act of 2021 ( Public Law 117–2 ) to the following accounts of the Department in the amounts specified:
Veterans Benefits Administration—General Operating Expenses, Veterans Benefits Administration , up to $178,000,000; Departmental Administration—Board of Veterans Appeals , up to $5,800,000; and Departmental Administration—Information Technology Systems , up to $9,700,000: , That the transferred amounts shall be used, in addition to any other amounts available for such purposes, for personnel costs and other expenses to implement the interim final rule entitled Provided Presumptive Service Connection for Respiratory Conditions Due to Exposure to Particulate Matter , published on August 5, 2021 (86 FR 42724), and any revisions to such rule.
