The purposes of this title are— to provide for the conveyance by the Secretary of the Interior to the County of Federal land that is suitable for economic development to compensate the County for the loss by the County of taxable land as a result of the military land withdrawal made by title I of this division; and to provide for the conveyance by the Secretary to the County and the City of Federal land that is suitable for public purposes.
