Sec. 104. Termination of withdrawal

The withdrawal and reservation of the withdrawal lands shall terminate on the date that is 25 years after the date of the enactment of this Act. After the termination date specified in subsection (a), the previously withdrawn withdrawal lands shall be open to any forms of entry, appropriation, or disposal under the public land laws, location, entry, and patent under the mining laws, and disposition under laws pertaining to mineral and geothermal leasing or mineral materials only if the Secretary of the Interior publishes in the Federal Register an appropriate order that establishes the date on which the land shall be so opened.
