Subject to valid existing rights and except as otherwise provided in this title, the land depicted on the Map as the Special Land Management Overlay — is designated as a Special Land Management Overlay, as described in the Record of Decision; and shall remain subject to entry, appropriation, and disposal under the public land laws.
