It is the sense of Congress that— health care professionals and social service providers, including professionals who specialize in behavioral and mental health care and substance abuse disorders, are in critical roles to identify, engage, and respond to individuals who are at risk of trafficking, current victims of trafficking, or survivors of trafficking; and local licensing boards should require training, in the context of new licenses or renewals of licenses for healthcare professionals and social service providers, on— the scope and signs of human trafficking, child sexual exploitation, and abuse as it would present in the pertinent healthcare or social services setting; how to interact with potential victims and survivors of human trafficking using an age-appropriate and trauma-informed approach; and the manner in which to respond to potential human trafficking or child sexual exploitation and abuse victims and survivors.
