It is the sense of Congress that the United States should not formally recognize the Taliban, or its so-called Islamic Emirate of Afghanistan, as the government of Afghanistan or take any action to alter bilateral or multilateral sanctions applicable to the Taliban or Taliban leaders while the Taliban refuses to form an inclusive government that respects and protects the rights of all Afghan citizens.
