There is authorized to be appropriated to the Secretary to carry out sections 602 through 604 $15,000,000 for each of fiscal years 2023 through 2027, to remain available until expended. The Secretary may, to the extent provided in advance in appropriations Acts, transfer to the Departments, including the Environmental Protection Agency, funds made available under subsection
(a)to carry out sections 602 through 604.
