In this subtitle: The term Plan means the plan required under section 202(a). The term Secretaries means the Secretary of Agriculture and the Secretary of the Interior. The term Secretary concerned means— the Secretary of Agriculture, with respect to National Forest System lands; and the Secretary of the Interior, with respect to public lands.
