Not later than the expiration of the 180-day period beginning on the date of the enactment of this Act, the Secretary shall issue regulations to carry out the following provisions of this Act: Subsections
(c)and
(e)of section 5. Section 8(b). Paragraphs (4), (5), (9), (10), and
(13)of section 15.
