The purposes of this Act are to— improve the inclusion of individuals with disabilities and older adults in the preparation for, response to, recovery from, and mitigation of disasters; ensure the rights of individuals with disabilities and older adults, to be free from discrimination in programs and activities, are included during all phases of disaster preparation, response, recovery, and mitigation; ensure compliance with the Americans with Disabilities Act of 1990, the Rehabilitation Act of 1973, and other disability laws during preparation for, response to, recovery from, and mitigation of disasters; improve coordination, among individuals with disabilities and older adults, government agencies, centers for independent living, VOADs, and other nongovernmental organizations, including organizations that represent and are comprised of covered individuals; in preparing (including planning) for, responding to, recovery from, and mitigation of disasters; and improve outcomes for all individuals, including individuals with disabilities and older adults, who are affected by disasters, and increase community resilience in responding to disasters.
