Notwithstanding sections 10 or 332 of the Communications Act of 1934 ( 47 U.S.C. 161 , 332) or any other relevant provision of law, the Commission may not forbear from or waive any provision of this Act or forbear from or waive any rule issued pursuant to this Act.
