Notwithstanding any other provision of law, none of the activities authorized for the National Science Foundation and National Institutes of Health may include, conduct, or support any research— using fetal tissue obtained from an induced abortion or any derivatives thereof, in which a human embryo is created or destroyed, discarded, or put at risk of injury, in which an embryo-like entity is created wholly or in part from human cells or components, in which a human embryo is intentionally created or modified to include a heritable genetic modification, or using any stem cell the derivation of which would be inconsistent with the standards established herein.
