The Administrator, not later than 1 year after the date of enactment of this Act and in consultation with the Fishery Management Councils, relevant Federal, State, and international agencies, scientific and technical experts, and interested stakeholders, shall develop a contingency plan for circumstances that would make fisheries monitoring, including human observation, and stock assessments impractical. Not later than 1 year after the date of enactment of this Act, the Administrator shall submit a report to Congress on the contingency plan developed under subsection (a).
